cant upgrade my weapon?

it has been a while since i played the game, once i saw the update i decided to give it a try. but i am at the point where all monsters have 21+ attack. and my character only has a stick that does 8 damage+ max of 12 on dice rolls = 20 damage total. so i fail every combat encounter, I have encountered the blacksmith like 3 times and payed the gold each time with no sword upgrade.

so is this a bug?

Just figured it out if you have the 18+ dlc on it will not let you upgrade your weapon.
after disabling it and starting a new save it back to normal
