Try disabling Razer Cortex. If that alone doesn't help, do a clean boot.

If you're on a laptop, plug it in instead of running on battery. Alternatively check your power settings and disable power saving options.

And maybe try running the game in compatibility mode.
Does changing the display mode do anything? Fullscreen/windowed?
In Nvidia control panel under 3D settings, add the game's exe and then turn off threaded optimisation, set power mode to maximum performance and make sure that max frame rate is off.
