Additional testing I did today:
- Used Windows "Reset" to refresh the install (removes all programs and resets windows while keeping user files), did not work
- Reinstalled Steam and reinstalled & reverified SS files, still did not help
- Tested it on my third gaming PC (different hw/sw) and it loaded. Strange, because this was a fresh install too and set up the same way as the other 2 pcs, just with different hardware (eg. 2080 vs 1080 and later supported drivers I think).
- Attempted to bring over Local appdata settings from PC3 to PC1 and PC2 to see if that'd help, it didn't.
Getting kind of desperate and looked at GCW for a modified exe to boot, and decided against it. I paid quite a bit for the full edition of the game and would love to play it!

Thank you again for the help! I'm a huge fan of Samsho and have been eagerly awaiting the steam release and purchased it immediately but have just gotten around to installing it. TY!

We had a look but it seems that your PCs might be missing some applications needed to play the game.
You mentioned that you verified the integrity of the game files on Steam, so please try installing the following applications:
- DirectX End-User Runtimes (June 2010)

- Visual C++ 2019Redist (Microsoft)
https://support.microsoft.com/ja-jp/help/2977003/the-latest-supported-visual-c-downloads
Regarding the .Net 3.5, could you try to go to Control Panel > Programs and Features, click on "Turn Windows features on or off" on the left, then select the .NET Framework 3.5 (includes .NET 2.0 and 3.0) check box, and check it? Press OK and reboot if prompted.

Steps taken:
I reinstalled DirectX from the link you provided, as well as installed the Visual C++ 2019Redist from here (x64: vc_redist.x64.exe)

...since the above link is in japanese.
I then went to "Turn Windows features on or off" (.net 3.5 was checked) and unchecked 3.5 and clicked "apply" then checked 3.5 and clicked "apply" and it appears to have reinstalled.
I then rebooted and attempted to launch Samurai Shodown and it resulted in the same crash
Thanks for your reply, I will report it to our studio again, and see if there is any solution.
Just in case, is there any error message or additional information that you can provide? I know you have provided plenty of information already but there might be something we are missing.

I also tried the same (DirectX reinstall, Visual C++ 2019Redist install, .Net 3.5 reinstall and reboot) but Samurai Shodown didn't launch.
However, since this seemed "Unreal Engine 4 common problem" (or Intel chip's common problem with Unreal Engine 4?... whatever), I tried adding new environment variable named "OPENSSL_ia32cap" with the value "~0x20000000".
After adding (and reboot), Samurai Shodown launched perfectly.

Hello again, unfortunately there is no error (nothing like an unhandled exception or stack trace) when it crashes. No window appears. It's very odd behavior. If there is an Unreal Engine crash log located somewhere I'd be happy to provide it to you if you know the location though.
