Not really. The enemy panic feature was in 6 where common soldiers would scatter when their officer was taken out.
It was used in Warriors Orochi 1 and 2. In those games, defeating their commanding officer or a certain number of their buddies in a short time would cause the soldiers to lose the will to fight. They would even shout "RETREAT" or scream in terror and had two unique run animations as they ran for their lives.
In 8 Empires, it was taken a step further; enemy officers (Musou officers as well) would also retreat to their army's furthest base to recuperate if their health was brought below half. Sometimes even making a statement such as "I need to get out of here before I get killed!". They would even activate Strategems that would help ensure their escape if they had them.
It's a feature that's been in these games for years.
