It's not something I used much, but you can also use the City Board from the territory they are to call upon them on the next strolling.
Also, aren't "busy" officers usually busy because they are given an order by a leader? She was listed as Unaffiliated in the Territory Info menu the entire time.
However, she did eventually pop up. It took a LOT of waiting, but it happened -- she was just suddenly available in the major city of the territory she had been listed in (one I'd checked many, many times, as it's where my character's primary Hideaway was). I didn't do anything special other than wait and keep exploring in Stroll mode, unlocking fast travel points about the land. So if anyone else runs into this problem, that MIGHT help, though I can't confirm my actions actually did anything.
As a side note, if anyone wants to know where certain hidden officers are in the Yellow Turban scenario, I found Zuo Ci in a northern temple (Baima or Wuwei? very north, in the snow), Dian Wei at a bonfire in the center of the land, Xu Shu and Pang Tong next to a bridge, and Sima Yi somewhere I forgot. If anyone wants specifics, I'll boot up my game and tell you exactly where they are located.
Huh that is interesting is there a map that shows where they are and at which Era :D?
Found some of the area's where they can appear it's those special Culture Things like the Longzhong where Zhuge Liang can appear.
Here is the location of the signposts of the NPC. I won't write the exact location so that people can enjoy looking for them.

Can I ask the scenario you are playing? Maybe there is a hidden trick to it.
Since Xu Shu is hard to find, He is in a bridge north of Fan Castle. Fan Castle is south of Wan.
None are hidden. If you played dw9. You would see the starter, home cities of all officers 94 playable. Hence I always know where to look.
I get what you mean. What I meant as hidden are those officers who do not appear on the map. They appear "hidden", I agree though that none of them are hidden. This feature is actually one of the few things I liked in dw9e. Though, I wanted this feature to also include CAWs.
As for what scenario I was in when my CAW was playing hide-and-seek with me, it was the Yellow Turban one. The reason it drove me so crazy is because she was supposed to be my character's wife, so I needed her for the children I'd planned out!
I also wish more officers were hidden but with more to it then just a brief clue and stumbling into them... a special event or mission or chain could've been interesting.
As for how I found officers not in the map, I saw this back in gameplay preview prior to the release. In that show, they used Zhuge Liang. I have been looking for those officers since I got the game. I also confirmed it before since there are rebellions by officers not in the map so that's when I got a clue that they existed. I knew Zhuge Liang, Sima Yi, Cai Wenji, Pang Tong and Zuo Ci were "hidden". I found Dong Bai first by exploring. In one of my playthroughs, I found an NPC in Changsa that gave Dong Bai's location. That's how I figured it out.
I will be checking the eras later and will list them but right now, I am still unlocking all DLC and unique titles. I have 3 more to go; Xiao He, Zhang Liang and Yu Meiran. I only play once a week so it will be a while.
In case you don't know, Liu Bei, Zhuge Liang, Dong Zhuo and Lu Bu have slightly better fame stats with their title. The only 4 somewhat "unique" non-DLC titles. A lot of people probably know caiuse I talked about titles a lot in the mechanics guide.
