Zhao Yun Free Armor won't download?

Anyone else having issues downloading the free armor? Zhao Yun is my man every since DW4, and it just launches the game instead of downloading the armor when i click it.

Having the same issue, restarting Steam didn't do much this time either.

This seems more like a Steam error.

It's normal for it to boot the game, this is not a mistake, but does it not appear on your DLC list?

It does not appear in my download queue or my dlc list in game properties. I've done tons of restarts, tried searching for new steam updates and waited a day. It seems to be treating the download button on steam as launching a game. It says it is preparing to launch Dynasty warriors 9 Empires - Zhao Yun armor set... I think my next step is to uninstall the game and see where that takes me.
