It seems like not because of some dialogue options I've seen where you say all your blood relations are dead and that you have someone who is "like" a sibling?

I thought it was clearly implied that blade twins are a 2 party ninja team that were raised and trained to work together, aka not really blood related.

Game never straight up tells if they are blood related just that their village was razed by the shogunate and that they lost their family, it's really up to you if consider them or not but I'm pretty sure when they call you their blade twin is because the Veiled Edge are two warriors trained together as a pair for the purpose of opposing the shogunate.

I would say it's more like a found family after you've lost your own. That's what drives you to find them.

I think you're free to interpret them as blood related or not, since you have the ability to make them literally twins or different ethnicity.
