You can do a few things:
- run around looking for randomly generated events - the white flags. They often give some progress towards the Bond
- send cats to this region if you happen to get a mission in it
- do other quests, some of them also give Bond with the area they are in
- don't do anything - max bond is not needed for anything, I think
It's a completion rate though. It somewhat coincides with the bond level, in the sense that 100% gives you level 3, but it infers you are missing something in the area. Bond level goes beyond level 3 anyway.
There is a completion bonus, which includes skill points and such.
The bond level just marks locations for you and gives crafting materials.
But I may be wrong, I haven't paid much attention to it for a long time.
I assume so, but the completion rate is what I was originally asking about, not the bond level.
If everything on the list is checked and your completion is not 100% - then I dunno, never happened to me.
