So it's not just me. Great...
Seems LOD is farther to me. Set 60 FPS lock but with frame gen getting over 120 fps no stutters so far all max settings 4k with HDR. I did get stutter slow downs on occasion before but fps lock at 60 fixed them.
If I set it to 120 I get 214 FPS. So far its good for me so I will see. Still testing. I set it to priority graphics and DLSS Quality FYI. Only pop in I notice is at very far distance.
Been playing for an hour now and yep do not have the issue in the video nor the old slow -mo stutter issue that forced you to play at the 60FPS mode, 120 works now. Must be different for others dependent on hardware.

I also don't have the stutters the video is showing. I set the in-game FPS limit to 60 (as the engine has problems with FPS different from exact 30, 60 or 120) and use FSR* frame-gen to get 120 FPS. Before there were areas where the necessary native 60 FPS couldn't be achieved with frame-gen enabled, but if these areas are fixed now by the "downgrade" then it will be a flawless experience on my PC.
* DLSS frame-gen has the problem of limiting FPS to 116 on a 120 Hz display, reducing the native FPS to 58, causing constant judder in this game. FSR frame-gen allows for the FPS to reach 120, thus allowing for 60 native FPS.
PS: You must make sure in this game that it always reaches either 30 or 60 FPS. If 60 is not possible, cap via in-game limiter to 30 and use 3x or 4x frame-gen if your GPU supports it. I played this way for a while with 30 to 90 FPS DLSS frame-gen. It was surprisingly viable. With the new patch I went back to 60 to 120 FSR frame-gen.
