That's not a problem with optimization, that's a problem with user expectation.

XeSS gives better performance than FSR btw, and it's less blurry

I use dlss quality and it looks better and runs better for me, i guess to each their own, but glad to have 60 fps unless in cities then i drop to around 55
Exactly.
My advice to people who want stable 60 fps is to invest in the loseless scaling app that you can buy on steam. Basically, it lets you run the game at 60 fps while having it really run at 30. Worth the investment and I am using for all games where I am slighly below the recommended specs. Saves me from buying a new GPU.
I tested XeSS and I have indeed a better performance.
60 fps in the city in quality preset.
