Hyperthreading issue is fixed. I can play now! Required a few days of patience.
It is 100% if you go over 32 threads, I turned off SMT and the game booted up, anything over 32 threads bricks the game. You have to do a BIOS mod on your cores/threads and get the threads below = to 32 threads, an CPU affinity mod does NOT work.
I really hope they fix this cause I use all those threads daily for dev work and don't want to change my BIOS for one game.
I really hope the team fixes this ASAP.
One thing I did and I had to do this with the new GTA5 update is nuke the folder in my documents(it's some weird One Drive thing). You could try and nuke the folder in case that is an issue, if I did not do that I could not run the new GTA5 enhanced version for what ever reason(back it up in case you have anything in it you need btw):
C:\Users\[your user name]\OneDrive\Documents\KoeiTecmo
