It's still mind blowing that they don't. You'd think they do it for the easy good PR when modders can help fix your games and make them better so people don't feel ripped off when you release an unoptimized mess.
They consider product to be provided as-is and anything user does is interfering in the intended "perfect" vision which would imply that the delivered product was not perfect and that's a big no-no.
There are also legalities that are specific to japan with things like character likeness or voiceovers where the company is somehow held liable for misuse done by end users so they just anally try to prevent any sorts of modding.
Tbf Yoshi P is cool with mods on FFXIV as long as people stfu about them and not use them for cheating.
Dynasty Warriors 9 was the open world one wasn't it? Didn't that one have major performance issues? DW:Origins went back to stage/mission based level design didn't it? Katana engine does not seem like it was made with open world in mind.
