Report a translation problem
I didn't have the issue when I first played starting with the tutorial. But on the second start, I skipped the tutorial and the agent found the plan despite it was hidden.
In all subsequent playthroughs I have always removed the board and placed it in the bunker and always have/ had perfect inspections.
For me, It's a lot easier to put it in the bunker and have it always accessable for placing additional plans on the board, than trying to always remember to turn it around (up in the bedroom)

To avoid problems with this, go to plan and click "read" the avatar says "I cant without turning" ore he reads
.. this is a visual bug, the plan looks like turned friendly but is open .. I ve testet this right now
lol, had this problem too, I feel stupid now, I never considered moving the poster to the basement.
The board was / is a potentially incriminating item so it just made sense to me, to move it down to the bunker with all the other incriminating items... Same idea idea as moving the workbench down to the bunker...
As time goes on in the game, you start to notice that the inspector starts doing more detailed searches, checking inside cupboards and such, to try to discover something illegal, so WHY keep the board on the bedroom wall, with its scraps of paper hanging out?
The whole aim is to leave the house as plain and boring as possible, leaving MOST of the dishes and items intact so you get perfect reports every time, meanwhile the bunker is where all the "action" is... building and crafting and planning, growing food and making plans for escape.
People who are complaining about the board being discovered, even while it is turned around, need to wake up and realize that the board is an item that needs to go down in the bunker and then the problem is solved...
