hidden requirement on the new magazine

does anyone know what the hidden requirement is on the level where you've been selected as 'aquarist of the month' and have to design an aquarium for the magazine? i feel like i've tried everything

Sorry im a bit late: The requirement is the fact that you can't have more than ten of any section of item, for example, you must have 10/8/9 or less decor items,rocks,plants,fish,etc. (which is kinda counterintuitive) it was completly inconsistent and you hsould just follow these rulesa and keep checking.
