What is the Spy Glass / Magnifying glass icon for?

Can someone explain to me what the little spy glass / magnifying glass icon in the top right of the load-out screen is for please?

If this isn't clear - top right corner of the screen, we've got the spyglass, star (used to unlock your Development upgrades) and your current payment.

The latter two used to upgrade items, I'm assuming the spyglass is as well, but can't find what to "spend" my 9 on?
