How do I unlock Intelligence Tokens ?
Hello !

The whole question is in the title ...

I don't see how you earn Intelligence Tokens.

Mostly bounties and collectibles. See the journal and the rewards.

Bounties. After the kill, you must loot the bounty and then exfiltrate.

So, I completed all of the bounties and only received 9 intelligence tokens. I am at wits end with this system not allowing me to access the last two contracts as well - any ideas? They still say LOCKED.

It won't unlock unless you complete all the contracts in the previous map. The other intel. tokens will be available in the 4th map. If you've completed it all but still it's not unlocking then it's a bug, maybe.
