I know, they are really terrible at that but there are way to around it.
Let's said you want a particular setup that need to be a little bit easier for the castle of your choosing.
Put them as substitute in your main castle to gain honor with policy activate so they can be lord later. From there, go to the castle of your choosing and pick the substitute.
Politic will increase Harvest/Income, so pick the lord with high POL for back end support and LEA for defense, VAL for attack, and INT for defense against enemy convert.

What Silva said is the most true. Select Dominion, a Castle and select Summon in the sub bar. You can basically skip the unassigning and get right to assigning.
