Cannot dismantle some building in water with TNT

I have TNT. They are covered with storage. I click on it, an nothing happens.
(Only some of them. Many of them I can dismantle with TNT and I get rubble. But just like 30% of them, I cannot dismantle.)

Actually, couple of other dismantle method related - like, scaffold I found, that I couldn't dismantle as well.
(I double checked: I also have free slots of search and collects as well. That's not to problem.)

It says a notification after clicking on such buildings "search finished". (but no dismantle starts.)
