Green's useful for farming stages when your Shiranui is overpowered. Yuugengoku does a great job murdering multiple enemies. Her Lv. 81 skill, Rondo, makes Green build even better for farming stages, since you get both an AoE attack AND speed buff in the same skill.
Red is really strong, although doesn't have quite as large AoE as Green. The key ability is Senkou, which will not only delete any enemies in front of you, but will also heal you. Excellent when taking on tougher enemies. The event UR supporter Hanazaki Yozora is great for boosting Senkou's healing effect. (I hope the event comes back soon.)
Whatever build you use, you want to include one of Shiranui's critical dodge abilities. ShinenShinsoku is the best for PvE due to its AoE capability, and Geneijin for PvP due to its ability to pursue faraway enemies.
Crit is generally considered good for all characters, but Shiranui's Red Build is particularly dependent on it. As for the amount, it's been suggested that a character should aim for at least 60% Crit rate through stats and magatamas (where 200 Crit is roughly 1% Crit). It's a pretty good number for Shiranui; she gets +20% Crit from Sougetsuin, and more from supporters like Shido Rinka.
For weapon, the PvP weapon is fine if you have nothing else. But the Momochi weapon, Shikigiri, is pretty great since it synergizes well with Crit builds. But if you happen to have a fully-upgraded anti-demon weapon, use that instead against Demon-type enemies.
Sorry, a little correction. Sougetsuin does give a speed buff, but it cannot be used together with Yuugengoku, since they share the same keybind. But Rondo can still be used with it.
A little addition too: the weapon Shikigiri works well with the skill ShinenShinsoku. Every critical hit from Shikigiri increases your damage done to target by 4%, stacking up to 20%. That also includes critical hits from ShinenShinsoku, so it's a great way to passively stack vulnerability on enemies.
