Yes I confirm, on Windows 10.
This happened both times after closing the game in a hurry with ALT-F4.
Maybe this was the cause? I could try again to see if it was a coincidence or not.
When looking on the Steam cloud page, there is no savegame.sav file anymore.
The local file also doesn't exist anymore.
It seems to have disappeared locally and from the Steam cloud at the same time...
What program were you referring to exactly?
As far as I understand, Steam does not archive files sadly.

edit2: checking the steam cloud on steam is worthless because it only shows what is available (linked) to your local machine. You can delete items from steam cloud servers directly through that app (there are some other apps that do this same thing too btw) but Idk of anyway you can actually accidently delete something from the cloud. It should be there.
However my guess is, always close the game properly to prevent this bug.
