This error could happen due to outdated video card drivers, or due to an issue with DirectX12 and this particular video card.
To solve you would need to:
1. Update the drivers of the graphic card
2. if it does not fix the issue:
a. Press with the right click of the mouse on the game within Steam Libary,
b. Choose Properties, and in Launch options add:
-force -dx11
c. And launch the game
