How to refill sleeping gas?

ive tried dropping it on the ground and purchasing a new one and the new one is also empty. not sure if its a bug or there somewhere to refill it

There is a loading screen tip telling you where, but also you can find it just exploring. Its in your hideout, right on the porch, the canister. Equip your laughing gas and interact with the canister for it to refill. It costs a couple hundred.

In the hideout, you will find a gas bottle near the entrance, you can recharge your gas bottle here.
