So basically, to activate cheats you need to:
1. Go to the Inventory
2. Press ~
3. An inputfield will appear.

In the inputfield, you can type in the following commands and press enter:
- "Advance Story": go 1 story mission forward
- "Revert Story": go 1 mission back
- "Gohome": Teleports you back at home
- "Hesoyam": Adds 1000$
- "I Need Xp": Starts giving you XP
- "Fix Story": use only if your story save decides to break

PLEASE NOTE: Make a backup save before playing around with cheats, you can break your game with them. It's not common but it can happen.

except it crashes the game because the trainer wasn't updated since several versions ago, in the beginning of last month. Last time I tried it, game crashed 10 seconds after activating time freeze. Seems a bit random when exactly it happens, had it run for like 20 mins before crash once as well.
This is why I (and probably others) long for that update (or a trainer update, would also be fine, but the one who created it doesn't even answer in the forums)

just tried some random commands and freeze time is really in this version, with, well, "freeze time". It's a toggle.
I suppose reset cars is similarily on "reset cars" but I didn't try that out

I searched a bit inside the game files (decompilers are a joy ) and found some more cheats not yet listed. Hope cookiedev doesn't mind me sharing. For a complete list, I'll start with those already mentioned by CookieDev:

Cheat	Effect
Advance Story	go 1 story mission forward
Revert Story	go 1 mission back
Gohome	Teleports you back at home
Hesoyam	Adds 1000$
I Need Xp	Starts giving you XP. Toggle, type again to stop
Fix Story	use only if your story save decides to break
Freeze Time	Freezes time. Residents will still walk around their assigned room, but not leave it. Exception: that 5-10% chance of random shedule changes, every now and then they might change location. My favorite way to play the games but with older entries you had to use trainers. Toggle, type again (or leave area/load game) to start time again.
Item Spawner	Gives you a list of items to spawn in front of you. Stand in a sea of teapots!
Reset Cars	Resets the cars so they can be stolen again? A test was unsuccessfull. EDIT: delving some more into the code, I think this resets achievement process, nothing more, it marks all cars as not-yet-stolen for archievement progress but doesn't respawn them. I may be wrong but DO NOT USE before you have the achievement just to be sure. If I'm correct my guess is that it was for the dev to debug achievements

In all Thief Simulator games I always found it more enjoyable if I could plan a route through a house, and empty the whole house in one go. Go in, freeze time, clear the room, taking care to relock any door, hide where I suspect/know they won't go, let time run again until they change rooms etc
Kind of like the heists worked in american theft 80s (maybe in this one too, not yet reached a heist). Hell I remember writing in my review back then something like I hope that would be an optional feature in the next game.
Sure, makes it a whole lot easier, but I don't really care if it makes it more fun for me :)

With the other games I used a trainer for that, but the trainer seems to crash this one frequently and it seems to me something really easy to implement as a cheat

this may be better asked in the thief simulator 1 forums then.
what you can do is reversecheat. either use cheat engine or edit your save file as explained here: https://steamcommunity.com/sharedfiles/filedetails/?id=1565391022 (playerdata -> cash)
