1 npc in whole house. I did 1 hit to him with crowbar - police insta called.. wtf?
why someone did to this game?

Knocking people out with the crowbar is not recommended at all - you're even told in a loading tool-tip that you will be fined for it even if you didn't get caught.

You should instead wait to do that sort of stuff once you get specialization 1, where you get the baton for the task - no fine, but the tenant will still wake up in an alerted state. Later levels of Specialization give you knockout tools that do not cause that state, such as sleeping gas.
