I stole the car no problem, dismantled it, but the steering rack is just floating there highlighted red with $150 to remove, but I can't remove it. Is this a bug, because now I can't progress in the game, because I can't sell the car with parts on !!!

You have to remove it from the bottom of the car while it is still grounded. All the steering columns are like this.
