So i noticed that there is a black hatchback on the side of the garage after buying the plot, and i wanted to eventually repair the car, but it doesnt let me interact with it or do anything. Am i even able to do something with the car?

i don't think we can fix it yet. i tried to fix it when i first notice the car when i bought the garage. in the car itself there's a note that essentially says that this car can be fixed. but until i manage myself to the end of the story (the bank heist) and i still can't repair it. maybe it will be doable in the next update. given the developer of the game hasn't forgotten about it
