Going backwards means you're more likely to be disappointed by the lack of mechanics, going forwards you're more likely to be pleasantly surprised by the improved mechanics.
This is a general stance.
As for Thief Simulator.. I can't really point out many mechanics that were in 2 but not in 1. It's been a while since I played 1, but gameplaywise they seem to be pretty much the same, so it's not that crucial here.
In the end, if you plan to play both (or even better, all three) anyway, start with 1, then American Theft 80s, then 2.
If you're not yet sure if you like either of them, the question becomes more difficult and then I'd lean more towards 2, as there you get the most polished of the series, the best first impression.
that comes from a guy who has 100% in thief 2.
1 is so frustrating, every house in the 200's street is just a nightmare and imo its not fun its just frustration pure.
thief 2 is so much fun.
After you complete 1 there is new game + which is basically sandbox mode with no story and all of the tenants routines are changed around from your story run to make it a bit different.
But if you want to play both i highly suggest starting with 1 because it's hard to get back once you played 2.
