How do I get to 116?
I have a contract for what I think is the police station, but I can't find it anywhere in the 100's neighborhood. How do I get to it?

just get caught by a security camera or any other way to get a wanted level and get caught by police, you'll get the option to go to jail instead of reloading, right now there's no other way to go to jail. I hope eventually we get to break into prison for that sweet irony.
