I wonder if, (and it may sound far out there) buy the cheapest car available at the dealership... I believe it is around $2500. Use it to approach the repair garage to get the door to open and then see if you can park and get into the car in the shop and back it out after paying to fix it. If you can, then sell the car you just bought. Although you will lose some of the $2500 you paid.
Now, IDK if this will work so, if it doesn't, reload the savegame prior to buying the new car or just consider the first car lost and keep the new one.

Yes of course, but then again if they can't get the car out then what else can they do. It seems the issue is that you can't just walk up to the garage and have the door open, so I figured that another car would trigger the door to open so that the other car might be accessed.
Or maybe they can try to call the tow truck again and see if they can get to the car. IDK, I'm just trying some suggestions that may help.
Yeah, unfortunately you have to be in the vehicle in order to call the tow truck. I think they did it that way to make it simpler if you have multiple vehicles? IDK. I'll have to try the new car trick - that actually sounds like a fairly easy workaround.
