In my game, the chicken kebab stores were all focused on the Garment District for some reason. I think I remember seeing 5 of them, mostly in the middle of the streets where there's only a 15 customer per hour capacity. Aside from that, I haven't seen more than one kebab store in any other district.

It depends on which rival is opening up the stores! There are a lot of food items, and not all places (especially smaller ones) sell all the food items.

But the exact distribution will be a bit different each time you play!
