To sell ice cream in stores where you have shopping baskets and the customers serve themselves, you need a freezer!
Yes I realize this is how it works and is intended... I guess I am just requesting that you allow an order based system in the bookstore eventually so that the cafe inside my bookstore actually works like a cafe visually instead of the customers helping themselves. Thankfully the pastries, coffee, fruit, and sodas can still be sold at least.
Just making sure it's clear - the ice cream can also be sold there in a freezer!
So if you want to sell items that are not primary or secondary you "pay the license fee" to sell goods outside of the stores remit. But it would still be profitable if the demand in the district is high enough.
You could further widen this by having a licence to trade for that business type included into the cost of renting the building initially and then you have to apply for an "additional" license to add more products. Some kind of upfront cost -long term profit.
In addition if this system was used, your licence could also cover opening hours. If you want to open longer, you pay for a licence to do so.
After all, it's New York. If they could charge for breathing they would.
