Insurance Plans- any documentation on how to implement?
Is there any implementation instructions in the Help anywhere? I have employees demanding this and I can't find any instructions on how to implement.

I will add a section to the F1 help guide. But for now:

1) Go to the hospital and talk to the Health Insurance Manager
2) Select which HR Manager you would like to get a plan for
3) Wait for the Health Insurance Manager to message you back with an offer
4) Negotiate or accept that offer.
5) As long as you have 10 employees under that HR Manager, they will be covered by that plan

This is just what I was looking for.

Does this mean I have to have one HR manager for each level of insurance? Then if I have more than 25 employees with the same demand, I need another manager with a duplicate plan?

Correct. However, the employees accept their demand or higher (which is included in the upcoming documentation), so you could have an HR manager with Gold insurance, covering Gold, Silver and Bronze demands.

Why do I need a whole HR to get health insurance for my two employees for one small business? Right now I just have one tiny jewelry store with two employees who I'm training at the moment and one of them is wanting silver health insurance. I shouldn't need an HR for this. I've worked for a small business in real life where I was one of two employees and the owner, I promise you, did not have an HR department lol. Also there are no small office buildings available, so I need a whole medium sized building just to get one HR guy to manage two employees health insurance, this is a bit absurd.

Do you play Big Ambitions or Small Ambitions?
Do you always want to run a small jewelry store and that's it?
If you really want to play Big Ambitions, you should think bigger.
After just one year, I had a total net worth of $5 million and several businesses. And I started with only $4,500. And now, on day 240, I have over 120 businesses and a total net worth of over $300 million. I'm already making over $24 million in profit per week.

Just a note on this.... I train ALL headquarter staff to 100% before scheduling. However, HR staff not only provide the insurance plan, they also have the ability to train your employees to 100%. So training your retail employees manually, means they're not working. HR trains your employees in the background, which means they can reach 100% and work at the same time.

I train all my employees 100% before I employ them. This way I can always set the prices in my companies to the maximum to increase my profits.
The full-day training brings 10% more competence per day. Training by the HR manager only 2% per day.
I have set up a few additional jobs in a few of my companies for the jobs that I often need. If the employees are fully trained, but I don't yet have a company where I need them, then they come to the training company temporarily as additional employees. I have marked this in the company name. This way they can already improve their satisfaction. And if I start a new company where I need these employees, then I can immediately move them to the new company. This way I can start and open a new company from 0 to 100 overnight.
If I buy a company from a rival, then I also replace all the employees. This way I was able to expand very quickly. At times, I founded about one new company per day or bought one from rivals for weeks.

Yes, that's the alternative. The difference is you can put them to work immediately. I use my headhunter to find employees that are anywhere from ~50-70% trained typically. So it doesn't take long to reach 100%.

For the OP, another thing to consider with HR, is when they're linked to a headhunter. When the employee calls in sick, they are automatically replaced temporarily. When an employee retires, they're automatically replaced with an equally competent employee.

You missed the point.

I know how headquarters work in the game. It doesn't make sense to have one when you only have one small tiny business at the moment. At the moment! as obviously I do plan on growing towards more small and large businesses, obviously! So because of that I just waisted a bunch of time and money hiring the two employees who are just going to be angry now that I can't meet all their needs. Which I should be able to do realistically since you don't need an HR department in real life to get health benefits for one small business. Really hope that makes sense. That's my take anyway argue it if you want to. I'm really just putting that first comment out there to the devs or to the void if they never see it.

At the moment sure. But you're going to. You say you wasted money hiring employees who are going to be angry because you don't meet their needs, instead why didn't you hire employees that have needs you're able to satisfy? Problem solved. You don't need HR if you do that.
