Clothes racks are the WORST for this.
As stated, left clicking item for menu would be far better than hover.
The bigger problem is once the item menu appears, with the mouse OVER the menu form, it continues to track what is BEHIND the form, and triggers another item form when you move the mouse over it, and lose the other one.
I've noticed all the popups behave like this (even on the map). There shouldn't be any "mouse-over" events happening on things "behind" the popup.
There should be an option we can select to either hover over items or click them.

What's also frustrating is when you stack shelf's next to each-other and fill them up, if you decide to move inventory or something, it can be a real pain to get at that one shelf.
And as quoted if you mouse over to the right spot the menu moves on you to another closer object and your like... AHHH... crap, spinning the camera around all crazy, dancing like your in a disco...
+1 for it to be an option, other people might like how this is.
