Try typing -force-vulkan in launch options on steam of the game. If you still wanna include -windowed it would be -force-vulkan -windowed make sure to leave a space after vulkan. Personally I prefer replacing -windowed with -popupwindow I find in windowed part of the bottom screen like text gets cut off at least in my resolution.
Firstly, make sure your computer drivers are up-to-date as that can often be the issue for Big Ambitions.
Also, keep in mind that if the game crashes while loading on a slower system, that's a good thing! Launch again, and the game should detect that it crashed, and should lower the settings!
If that still doesn't get the game working, you can try to add these launch parameters:
On Steam, right-click Big Ambitions and go to "Properties".
In the "General" tab, add this to the "Launch Options" section:
-screen-quality Low -screen-fullscreen 0 -screen-width 1024 -screen-height 768
I have messages saying people are not assigned to anything when they are and messages saying displays are out of goods, when they are not.

Start a business, whatever it may be, and go to a staffing agency to recruit employees. Now you can recruit by phone.
One day, recruit employees by phone from home, and set it to "10 people in 10 days." After that, immediately make a phone call, select "Manage Recruitment," and when the chat shows "We plan to introduce 10 more people within 10 days," hang up the chat, stop the time, select "Save and return to main menu," and quit the game.
When I restarted the game after a while, the job advertisement was not posted. It's a bug. Before I quit the game, I was definitely recruiting security guards and cleaners, but after I restarted, they were all gone.
It sounds like you waited too long and the candidates expired, though, if they were there and later they were gone!
Regarding bug reports for F2, it says "Please submit in English only," and since I can't use Google translate in the game, I'm posting it here, but would it be better to submit bug reports in the game?
