To do that you should set a cap for the bet and like in real life once you won a certains amount; the casino will please you to leave.
Cheating on a solo game isn't a sin, but should be a command to type rather than an easy going exploit abuse.
At a guess I'd think you can probably just use CheatEngine or a similar tool and edit the money value directly in game, no need to even mess with the save file.
Which is why I'm honestly not sure what the point of this discussion is.
If people want to cheat in the campaign/normal mode they'll do it anyway. If you don't cheat this exploit doesn't impact you because it is a singleplayer game. So what - aside from tying to police how others play - is a fix going to accomplish?
Personally, I highly agree with others here who have said the Devs time is probably better spent focusing on other issues.

I got a point where I had $24 Million, but I could only bet $2.4 million because the game wouldn't allow me to bet higher
what about pre determined outcome?
Save the outcome anywhere and just use that for the first like 50 rolls.
Instead of random gen at usage
Another approach that I didn't see listed here is that you could have some casino npc's approach the player and kick them out of the casino if they win too much money in one night. This might be a bit too realistic though. In real life, if I won every hand in a casino or pulled pulled a win at the slots too consistently they would *"politely" ask me to leave for being an "advantage player". Its a casino business decision to express their right to deny service to anyone they think they might lose money on.
Couple of ideas.
No saves while at the casino.
Limited stakes only gambling. Smaller bets, smaller payout.
so the player can win but the casino only recover the money after the player losses, so if the player want to win all the money at the beginning, it will earn little and it will make the casino bankrupt and not be able to use it again for a cooldown while it increases the revenue again.
so, the player will understand the balance between win and lose and that both are necesary for the casino to keep floating.
the jackpot awards will increase, but anyone could win it, maybe some npc or AI could win it instead of the player and it will be shown in the news that "somerandomnpc won tja jackpot", and that reset starts the cooldown again.
other option is tha one that other user in this post said, that if the player bets just after loading the save the casino gives him all of the money (infinite) like a cheat code, so it will ruin the experience of cheating for the player.
