As the game evolves, each neighborhood changes. There are both natural changes (rng), but also changes affected by player's actions in the city. A good example would be to set up a luxurious clothing store in a poor area. That will slowly attract wealthier citizens. The player can then speculate in buying cheap buildings in the area, only to renovate them and sell at a higher price once the area becomes more popular.
The neighborhood and citizen mechanics are by far the most complex part of the game, so you can definitely expect a decent depth :-)
