Why nothing works on passenger boarding system

1st at vienna can't board passengers, only haul them TO vienna, not FROM, now PARIS, same ♥♥♥♥ again, can't board passengers even I am at right track.

Passenger transport works a little different from cargo transport. You have to mark each stop, even if you are already at the first stop. So if you want to haul passengers from Berlin to Paris and then London. You have put Berlin as first stop, Paris second and London the thirth stop.
