Stuck at 99% Completion

Hi guys, I've finished the game a couple of days ago and decided to go for 100% completion but it looks like I'm stuck at 99% and have no idea why.

All abilities are maxed out, got the QI explosion, all devices are maxed out. I have 3 spare data disks and collected 51 seeds and 21 posters. What else am I missing?

3 spare data disks, 51 seeds and 21 posters?? I swear I hit every nook and cranny in the game!
I have no spare data disks - but got every weapon upgrade so I cannot use any more, "only" 48 seeds, and 20 posters. Damn. Not sure how I missed all that.

Incidentally, did you beat the barrel challenge flawlessly at Yang's? Smash all 30 brown barrels and 0 red ones.

Thank you for the update. I just beat the game and got more stuff:
I finished with 2 spare data disks, 21 posters, and 50 seeds which I believe is the maximum - (not 51). When I got 50, I went back to Pippin and he said "congratulations! you got all the seeds!" and then he gave me the final Enlightener poster.

My progress is stuck at 97% with my final save slot still just before Cicero at the top of the tower. It didn't save after beating him. I have no idea where to find another data disk or get to 100% since all my abilities and devices are maxed out!

You can only give 50 seeds to the dude but there are in fact 51 in the game. With 100% map completion the missing collectibles should be visible on the map though. Did you get the data disk from the trader in town? I believe he also sells a seed.

I stand corrected! Thank you for clarifying, Ziel. I went through each zone and it turned out 5 or 6 were not at 100%, and my progress is measured by collected items. So I grabbed everything and completed all maps. Like dotBL0T, I now have 51 seeds, 21 posters, 3 spare data disks, and all abilities and devices maxed out - and I'm also stuck at 99%.

I wonder if console versions are saving progress after you defeat Cicero because they seem to be reporting 100% completion, while PC gamers are not. My last save slot is just before Big Cicero.
Or perhaps it's the barrel smash challenge that must be completed flawlessly to push it to 100%?

It sounds like you should be at 100%, the barrel challenge doesn't matter, I didn't get all the barrels either. Are all your gadgets max level? You did do both of the barrel challenges, right?

Yes, all devices/gadgets at max, all abilities earned including Qi Explosion, both barrel challenges. I smashed all 30 brown barrels but got a few reds in there too (flawless would mean I hit 0 red ones). Maybe I will try that one again.
I believe Western Range would not allow me to complete it 100% and earn the max level Homing Missile without beating both challenges at least at the minimum level (12 barrels first time, 24 barrels second time).

I'm on the Epic version but not sure if that matters, since I believe OP is using the Steam one.

I'm also on the Epic version, OP seems to be as well or there would be an icon next to their name. The only thing I can tell you for certain is that I reached 100% completion even after missing some barrels in each challenge, so that cannot be what's keeping you. Maybe it is an actual bug.

edit: someone on another forum claims it's a bug that can occur when picking up a seed while dying. I dunno...

Oh wow, thanks for the heads up, Ziel! You're probably right.
I did end up agonizing over beating that barrel challenge flawlessly for about 40 minutes, hoping Yang would at least say something different like "awesome job, you're a rockstar!!". I finally did it, but he just said the same thing as always. And the Epic version has no achievements, so total waste of time there, haha.

I'm fine with stopping here since I'm confident I earned my 100%, and the dev is never gonna push more updates to patch more bugs this late. Thanks again for your help.

Thanks for investigating guys. @Vecna's Curse: I guess we have no other choice than stop and consider the game completed at 100%. Can't do much against this bug.

You're most welcome, and thank you for starting this discussion. Without you listing them, I had no idea someone could get 51 seeds, 21 posters (I actually just got a 22nd!), or 3 data disks, and would've given up.

What's next? Any suggestions?
I have a lot left to try. I was thinking maybe Half-Life or Grand Theft Auto: San Andreas; I haven't tried either series but I heard they're great. My games list on my profile, which is public (that's only about 1/3 of them; the rest aren't on Steam).

You are definitely spoiled for choice...You have the Bioshock series (especially first and last), Tomb Raider, Batman, Dishonored, you name it... 😆

Lol thank you. I started Bioshock 1 a while ago, which was fun but the controls felt kind of dated and tricky compared to newer ones. I have to go back to that!

The 22nd poster - it was the last one for me - is Sunday Night Fever, a fist skin I got by talking to Mappo on Joffre Street (the guy with the vinyl player who gives you music) after completing all maps with 100%. I ended with 8 fist posters, 7 drill, 7 whip.

SOLUTION FOUND

You have to go to the first SlumFighter tournament. Once you've completed the first tournament (The Old Soldier Never Dies), you'll earn a 22nd poster, and when you give it to Urso, the final trophy and the Platinum are yours!

What!? That is wild. Thank you for the heads up!
But what seems strange is that Slum Fighter was a bonus feature added as an update after launch, and not part of the main game. Are you saying zero people got to 100% between the time of the launch date and when they added Slum Fighter months later?

Also, as I mentioned in my last comment, I already got 22 posters. If you got 22 and you 100% the game, then it's something else. Are you playing the Steam version? I was on the Epic Games version, so it's possible it was a bug. Either that, or there are 23 posters required, not 22.
