A settler camp near where Annie is found.
A settler camp beyond Ed's farm.
A settler camp nearby the old shooting range.
A settler camp nearby Serenity Stand.
In theory they respawn every 6 days and you have to be away, not nearby.

My question would be about the "you have to be away, not nearby." part.
Why?
Is it a limitation of the game engine or an intentional design? It doesn't really make much sense if it is an intentional design. Would it not be more efficient and player-friendly to just put in a certain percentage chance that a settler arrives at a camp each day no matter where the player is at that particular moment when this spawn mechanic activates (I'm assuming midnight)?
On a more serious note: That's how spawning in NPCs and items etc. works in many games. Various ways are used to hide it and prevent you from being spawned on, being away is one of them.
As long as you don't stand right there in their camp, you should be good.
Tested your question - went back to day 13 - stayed in ghost town - checked on day 19 - same reduced spawn as before where I checked more often.
