Report a translation problem
For people, you need to go to the "Management" tab in your character screen. Select the city where the worker is. Along the left side will be a line of symbols. The lighted ones are buildings that are built. Select one and it will open a new window where you can assign a worker. After that, click on the building and it opens up a drop down where you can select something for them to produce.
Waggons (their spelling) are purchased in the transport section of the management screen but only operate as a means of moving bread produced in a barn to your main warehouse.
Skills are limited right now as they have not been implemented properly.
Remember, this is very early EA for a Dynasty-type game. They introduce a little at a time and ask us to test it and to come up with suggestions and opinions on how to make the game more complete. There will be a lot of things missing from the game here in the beginning. They will be implemented in updates but this EA is slated for one full year so you'll need to have some patience with what is available.

The thing is, I can't do most of what is described here. It won't let me build a barn, a woodmill, etc. (I assume some things aren't in game yet, but I know people have barns)... none of the symbols on the side of the management screen are lit up.
I'll keep muddling along trying things and read those guides. Thanks!
For city management, hit Tab and click on the Management tab. You'll see this:

Now, select the city by clicking on the line. Don't click near the city name or it will just prompt you to rename the city by highlighting the name (this doesn't work currently). You'll see this:

On the left side are the buildings that I have built in my city. Click on one (I chose the Rabbit Hutch for this example). You'll see this:

Now you can assign a worker. If you click on the white bar in the middle, it will open a production tab. You'll see this:

For the rabbit hutch, the drop down has two options, rabbit meat and rabbit fur. Assigning a worker and selecting one of these will add 1 item to your warehouse every time the countdown reaches zero. Work only occurs between 10:00 and 18:00 so you might see an "Out of work time" message. Just means the people are being lazy and unproductive! They'll get back to work eventually.
Please remember the EA part. Many items cannot be made even with the proper materials in stock and many items will be made without any regard to materials available.
