Yes, it currently isn't possible. But it is one of the important things that will be added.
It would be nice if you could actually do as Roger suggests; rebuild the farm and create a settlement around it.
Wasted ♥♥♥♥♥♥♥♥♥ of time trying to figure out why I could not repair or do anything with the homestead even though Roger indicates that it's an option.
Either implement it or fix the story line.
After not playing this since release until now, I see little to no improvement in this game.
This big update comes with a list of fixes and changes. However, the focus is on performance, graphics, first person view and fixes. The story and chapters have not been expanded yet. You can find the full list of changes in the patch notes.
If the update is fixing performance, Not sure if this was mention, but there are massive issues of what I feel is clipping. i.e. mining for the red rocks in the west and east for one of the quests (can't remember the name), when I went to the west location to mine for the red rock sample, trying to jump up the ladder thew my character a huge distance, from the butte and took off over half my health once I landed and on top of that where I landed didn't even match where I was shown to be on the map.
The next massive issue is trying to get my horse on the lift after I repaired it. Horse started doing the jig where i thought I'd be thrown to my death. had to get off the horse and take the lift down without the horse (and the story indicates it's good enough to take wagons?)
