Can't find the Angler or Gold Fish

I'm level 90, maxed out and upgraded just about everything, max friendships, completed the main story and all the side quests. I have just 2 achievements left to get, to fish up the angler and the gold fish. I seriously have spent hours fishing in each of the locations during all times of day and night I cannot find either fish. Am I missing something or are these two fish just that extremely rare to catch? If so that's kind of ridiculous considering I've played the game for 60+ hours now and still haven't found either one. I would of liked to have gotten all the achievements before quitting, but oh well.

They're rare, but only take a couple in game days devoted to catching them. Angler fish is in the ocean, Goldfish is in the lake.

I've caught the goldfish a couple of times, the common factors seem to be fishing on Mole Island, in the rain, after dark. But as others have said, it is really rare.
