Her level actually has nothing to do with it. You just have to have sex/♥♥♥ on her (not sure which, or if you can get away with just having her show the heart emote- I just do both) for three days and have the first boss beaten. That's also how you get to have sex with, and then again to get the panties of, Selma and Shannon, and for Lisa and Irys you have to beat their boss battles a second time.
