Absolutely stuck on frog grid puzzle!

I cannot for the life of me figure this out. The frog doesn't move predictably each time I try, and the hint really doesn't shed any light. Anyone have advice on how to get through this? I've spent hours on it!

The frog always moves 2 steps. So he only has a limited amount of spots to go.
So I put one of my characters beside a possible frog-spot. And with the other one I chased the frog to that spot.
