How to reach max level?
I've played the first two games on the 360 and PC prior to the Legendary Edition.

Do you still need to do two playthrough's in order to reach max level?

Is there any difference between setting the max level to 30 instead of 60 for the first game? (I believe this is a toggle-able option?)

Afaik no difference.

I did all the content, and side quest and reached level 28 or 29 on insanity difficulty.

"All" includes surveying all planets, killing all Tresher maps, and optional enemies.
ME1 no longer has a level cap, unlike vanilla.

Afaik you can not reach max level but get close to it.

In ME2 you can reach the max level depending on when you complete the primary story. (after that you gain+25%exp)and if you imported from ME1 for plus lvls you can reach max lvl by just doing stuff.

Not sure if you can reach max level in ME3 without import.

But with a high-level ME2 import, you can easily reach it.

I did all the possible quests in Mass Effect 1, apart from a couple of Renegade-only quests that didn't show up, and I still finished the game at level 27.

Since enemies don't respawn, I think you will have to go above and beyond to get maximun level. As I said, I did every possible quest on the game, including the very boring ones where you collect xeno artifacts and I still didn't reach max level.

It would've taken me 20-25 hours to finish the game having done only the main story and loyalty quests, the side quests added a nice 20 hours to my playtime and most of it was 'meh'.

It's not worth it.

Same here. At one time I went back and reviewed all my saves and every single ME1 save was at level 27.

The Legendary or Classic experience modes have no difference in overall earned XP, they're just there for players either wanting to keep the classic ME1 levelling curve (60) or wanting the ME2's levelling curve (30) for the trilogy consistency.

Regardless of the modes; completing 100% of the available content will always leave the player 400k XP shy of reaching max level 30/60. However in the Legendary Edition a player doesn't have to reach max level anymore to gain full bonuses for ME2.
