ME2 Romance
Hi,
I recruited all romance options for make Shepherd,
After a mission Miranda and Jack started fighting over me, and I chose Miranda (the stop fighting options weren't available for me)
I then started the romance conversation with Miranda (after which she needs to "think about it").
I went to Jack to try to work things up, but apparently I'm not evil enough to "apologize"m just wanted to keep both options open for now.

I wanted to also explore Tali's romance, but she won't talk to me and didn't even give me a loyalty mission.

Also what about Samara? why she is listed as "other romance options" in https://masseffect.fandom.com/wiki/Romance#Mass_Effect_2 ?

When do I know I'm making the final decision?

I recommend raising your paragon and or renegade meter before making story decisions.

Samara isn't a real romance option the best you get is a hug, so it's not really worth it.

Paragon/Renegade not being high enough during the "argument" just means that you weren't charming or intimidating enough to put an end to it and maintain both characters' loyalty. Since you sided with Miranda, Jack now hates you for the rest of the game and you're unable to earn her loyalty. This will have serious ramifications in the future, just FYI. This is one of the reasons you want to prioritize building up your Paragon or Renegade score by sticking to one and never playing a "mixed" Shepard who chooses both Paragon and Renegade options randomly.

As far as romance goes, you've still got the Miranda romance open to you, she will eventually get new dialogue. I've never romanced Tali but her romance should also be open to you, after you've completed her loyalty mission, of course. Loyalty missions are the turning point for most romances, keep that in mind. You won't be able to fully romance a character before completing their loyalty mission. Samara is not romanceable, the most you can have with her is a platonic friendship.
Paragon/Renegade works as a % in ME2. So you can't really split between the two and you need to get most of whichever one you choose in each new area you open up.

If you import an ME1 save it's a little more forgiving because you can start with up 190 I believe Paragon/Renegade.
