Samara isn't a real romance option the best you get is a hug, so it's not really worth it.
As far as romance goes, you've still got the Miranda romance open to you, she will eventually get new dialogue. I've never romanced Tali but her romance should also be open to you, after you've completed her loyalty mission, of course. Loyalty missions are the turning point for most romances, keep that in mind. You won't be able to fully romance a character before completing their loyalty mission. Samara is not romanceable, the most you can have with her is a platonic friendship.
If you import an ME1 save it's a little more forgiving because you can start with up 190 I believe Paragon/Renegade.
