I can't believe it. I was excited to finally be able to play Mass Effect 1 and 2 with english voices and french subtitles but no.. apparently even in 2021 it's still hard to let the players choose what language they want to hear and read separately. That's a letdown Bioware.

Yep same here. I did the renamed thing ( with FR instead of RA ), and menu and names are in french, voices in English but subtitles are in English too.
That's mean that subtitles text are store in another file than Startup_<LANG>.pcc right ?

What files lies in BioGame\Content\Packages\ISACT folder I wonder

Seems like ISACT is some kind of voice acting I guess

I'm a french player, and bought a key for the game, but the only languages I have access to are English, Polish, and Russian.

I would like to play the game in french (french voice acting and subs) is there any solution? :(

French files ARE in the game folder, but I just can't choose the language anywhere, is there no way to force french (or another language) somehow?

Someone on the first page of comments think about the exact same thing as you ( and me obviously ). And it hurts a little bit...

They went to great lengths to make it impossible to set the cinematic translation. Editing the key in the registry HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\BioWare\Mass Effect Legendary Edition is out of the question nothing there that can be modified... They changed the upk extension to pcc so that all translations do not work. I need to find out which file is responsible for the translation itself, because GlobalTlk_EN.... is missing :C

I see many reasons :

First its a matter of taste. Second, dubbing is generally better in English when games are made by English speaking people. Third, a lot of people are do prefer to watch movies, tv shows, animes, and play games in original language and not doing so (even if the dubbing is good) feels weird. Fourth, sometimes the dubbing is so bad, like reeeeaaaaally bad, that there's even a consensus and eveybody thinks its horrible (like with the Polish and Russian versions of MELE for example). Etc.

It is no coincidence that most games offer it today. EA screwed up by not including this option and by even making it harder to mod.

You are doing wrong. First of all, install the English version of the game. Make sure that you have set the English version of the game in the launcher. The path of the game we are interested in ME 2 is X:\Program Files (x86)\Steam\steamapps\common\Mass Effect Legendary Edition\Game\ME2\BioGame\CookedPCConsole ME3 X:\Program Files (x86)\Steam\steamapps\common\Mass Effect Legendary Edition\Game\ME3\BioGame\CookedPCConsole.
Then delete the file BioGame_INT.TLK . Rename BIOGame_FRA.TLK to BioGame_INT.TLK. Play Game .Voices in English sub France.

Okay, and how exactly this will help with FIRST game?)

You are doing wrong:
1. First of all, install the English version of the game.
2. Make sure that you have set the English version of the game in the launcher.
3. The path of the game we are interested in ME 2 is X:\Program Files (x86)\Steam\steamapps\common\Mass Effect Legendary Edition\Game\ME2\BioGame\CookedPCConsole ME3 X:\Program Files (x86)\Steam\steamapps\common\Mass Effect Legendary Edition\Game\ME3\BioGame\CookedPCConsole.
4. Then delete the file BioGame_INT.TLK . Rename BIOGame_FRA.TLK to BioGame_INT.TLK.
5. Play Game .Voices in English sub France.

It's really hard to give people option for select voice and subtitles language ? In Polish languge you receive three different dubbing xD ME1 different voice, ME2 different voice (one dlc only with subtitles) and ME3 only with polish subtiltles... come one xD If EA really don't wanna translate rest of content than give players choise to don't hear three different shepard voice xD

You need copy this script to `Mass Effect Legendary Edition\Game\ME1\BioGame` and run.

2. Select your language in the launcher. (not English).

Ok ... thanks to @Pseudohalogen I came to a solution to the localization problem in ME1 :)

1. You need to change all `*LOC _ [**].pcc` replacing them with `*LOC_INT.pcc`. You can use a script for this (example with Polish language version) [PowerShell].

First you need to go to `CookedPCConsole`.

DIR | rename-item -newname { $_.name -replace 'LOC_PLPC.pcc','LOC_PLPC_back.pcc' }
DIR | rename-item -newname { $_.name -replace 'LOC_INT.pcc','LOC_PLPC.pcc' }
DIR | rename-item -newname { $_.name -replace 'LOC_PLPC_back.pcc','LOC_INT.pcc' }

2. Disable files in `Content\Packages\ISACT`

DIR | rename-item -newname { $_.name -replace '_plpc.isb','_plpc_back.isb' }

3. Select your language in the launcher. (not English).
