Report a translation problem
There were known issues if you tried to access Silversun (and the apartment) if you dock 1st at the Citadel, then access through a transport (ex. via the taxi before the elevator at the exit of dock D24)
Have you tried to go immediately at Silversun Strip as soon as you dock and have the 2 options )Citadel / Silversun Strip)?

It seems that a workaround would be:"I have found as long as you do a proper save before entering and exiting silversun strip that it stops it doing it."
That's the usual culprit.
In my case, with around 170 DLC mods installed, the main "culprit" was the amazing LE3 Diversification Project. I temporarily disabled it to avoid the issues and then re-enabled it as soon as I could (usually after some cinematics).
There are plenty of mods for LE. A save editor could have done it too, it may have messed up with a flag setting or something.
