Probably this would still work, originally the game was supposed to use a Hybrid system, where the gun cooled down and you only ejected the thermal clip if you spent too much shots. Likely it became too tough to balance.
I never tried it myself, especially with the Legendary edition, but it is worth a try for you.

It'll make them work like in ME1 where it cools down over time (represented by ammo regenerating) but still allows you to eject the thermal clip if the gun overheats (runs out of ammo) in order to remain consistent with the codex lore.
