Citadel Volus Ambassador

For some reason the turian guard that is supposed to spawn next to the embassy offices never spawns, so i can never start the quest. Is there any way to fix this? Zaheed survived and i wanted to see what happens with him.

Yeah I know. But there is a guard at the volus office. But no matter what happens the quest never triggers in the game
